Improving the quality of humanitarian interventions through monitoring, evaluation, accountability and learning

How can we contribute to improving the living conditions of populations in a concrete and realistic way ? How to permanently adapt an intervention to the evolution of the context, the needs and the resources ? How to ensure involvement and cooperation of all stakeholders ?

In the humanitarian sector, these 3 questions are at the heart of the procedures, tools and approaches aiming to improve the quality of the interventions.

The MEAL (Monitoring, Evaluation, Accountability and Learning) approach is a set of interdependent and continuous tools and procedures that help to work towards improving the quality of humanitarian interventions. For instance, this approach enables the actors to monitor progress made with communities and partners, to make programmatic adjustments, to measure impact, to be accountable towards the various stakeholders and to learn from experiences in a logic of continuous improvement.

In accordance with the French Red Cross’s ethical, quality and transparency commitments, the Indian Ocean Regional Intervention Platform (PIROI) has been implementing a process of continuous improvement of its program with the creation of a MEAL department since the beginning of 2023.

In this new E-Mini-Learning, the MEAL departments of PIROI and French Red Cross’s headquarters offer you a set of resources to define the key concepts of this approach and identify the tools and procedures to implement in your activities.

Online training : 'Creating a monitoring, evaluation and learning plan

In this 90-minute course developed by the American Red Cross and available on the disaster ready platform, you will engage in scenario-based exercises to deepen your understanding of key concepts in monitoring, evaluation, and learning (MEL), as well as learn the practical steps to create a comprehensive MEL plan for a humanitarian project.

This guide developed by the IFRC offers a detailed overview of the key steps in project / programme management as well guidance on how to define indicators (p.35 to 41) and a section on monitoring and evaluation (p.48 and 49).

Core humanitarian standards (CHS)
The Core humanitarian standards on Quality and Accountability (CHS) is a globally recognised voluntary standard that sets out nine commitments that organisations and individuals involved in humanitarian response can use to improve the quality and effectiveness of the assistance they provide. The Core humanitarian standards revision process
In order for the CHS to reach its full potential it is necessary to take into account the lessons learned over the past seven years, consider and integrate new developments, and reach increased awareness, endorsement and use of an updated standard by wider set of stakeholders. This is the reason why CHS Alliance, Sphere and URD network have engaged in an open revision process in order for all stakeholders to share their experience and insights.
