A legal approach to disaster management
Laws, policies and institutional arrangements provide crucial support for all aspects of disaster risk management (DRM) and help facilitate international assistance when national capacities are overwhelmed.
In 2005, the Hyogo Framework for Action highlighted the importance of good legislation to support disaster risk reduction (DRR). The Sendai Framework for Disaster Risk Reduction, adopted in March 2015, calls for a renewed focus on reviewing and strengthening legal frameworks. In light of this international guidance, many countries have sought to strengthen their laws and regulations for DRR and have been asking: what should good legislation say about DRR?
The IFRC addresses this topic in its Disaster Law Programme (DLP). The DLP has established itself as a key player in the field of laws applicable to international disaster response (IDRL).
At the regional level, the PIROI initiated its first Training Workshop on "International Law and Disaster Response" in 2012 and aims through this eMini-Learning to deepen your knowledge of the legal approach to disasters before the next seminar in 2021.
